Eliminates outdated programs and provisions including the Health Facilities Construction Act, Idaho Community Health Center Grant Program, Idaho Health Planning Act, Developmental Disabilities Family Support Act, Secure Treatment Facility Act, and State Grants-in-Aid chapter

Removes obsolete provisions related to venereal disease reporting and quarantine, HIV policy declarations, narcotic drug addict treatment, and the Idaho Childhood Immunization Policy Commission

Amends numerous sections across multiple titles to update code references, remove references to repealed sections, and make technical corrections to maintain consistency in remaining statutes

Declares an emergency with an effective date of July 1, 2025
