Restricts parent-student on-road driver's training eligibility to students living in rural school districts (as defined in section 33-319, Idaho Code) or in school districts that do not offer driver's training courses

Requires students in parent-student on-road training to complete 30 hours of classroom instruction through the Idaho Digital Learning Alliance online course or another state-approved online driver's training program

Parents or legal guardians providing on-road training must possess a valid Idaho driver's license permitting unaccompanied driving and have no license suspensions, revocations, or cancellations in the previous two years

Removes the previous requirement for 92 total hours of on-road training (including 50 hours of street/highway driving and 10 hours of night driving) from the parent-student training subsection, while retaining the 50-hour/10-hour requirement in the supervised instruction permit phase

Effective July 1, 2025, with an emergency clause
