Adds a statutory definition of "agricultural buildings" to include livestock shelters, poultry buildings, barns, equipment storage structures, greenhouses, crop protection shelters, sheds, grain silos, stables, and other structures for storing farm implements or agricultural products

Excludes from the "agricultural buildings" definition any places of human habitation (living, sleeping, cooking spaces), places where agricultural products are processed or packaged, and places used by the public

Prohibits counties from altering, amending, denying, limiting, or narrowing the building code exemption for agricultural buildings, including restrictions on size limitations, exit distances, or sprinkler system requirements

Agricultural buildings remain exempt from building code requirements, though counties may issue permits solely to ensure compliance with road setbacks and utility easements at cost-recovery fees

Declared an emergency measure with an effective date of July 1, 2025
