Department of Health and Welfare must add photos to all new Electronic Benefit Transfer (EBT) cards by January 1, 2026, and replace all existing cards without photos within 18 months

Department shall coordinate with Idaho Transportation Department to use existing driver's license photos to minimize implementation costs

Exemptions apply to households without adult members, where all adults are 60+ years old, where all adults are blind/disabled/domestic violence victims, or where all adults have religious objections to being photographed

Households requesting 3 or more replacement EBT cards within 12 months must be referred for investigation

Declared an emergency measure, effective July 1, 2025
