Repeals the Idaho Small Employer Carrier Reinsurance Program established in Section 41-4711, which allowed small employer carriers to cede risk to a reinsurance pool

Eliminates definitions and provisions related to risk-assuming carriers, reinsuring carriers, and the small employer reinsurance program plan of operation from Idaho Code

Removes requirements for conversion plans, periodic market evaluations, and specific small employer health benefit plan standards (basic, standard, and catastrophic plans)

Retains the Idaho Individual High Risk Reinsurance Pool while removing its administrative connection to the repealed small employer reinsurance program

Declares an emergency effective date of July 1, 2025
