Removes the definition of "retail thermal styling equipment dealer" from the Barber and Cosmetology Services Act (Section 54-5802, Idaho Code)

Repeals Section 54-5813, which required registration for retail thermal styling equipment dealers

Eliminates the requirement that retail thermal styling equipment dealers register with the state before employees can demonstrate thermal styling equipment (curling irons, flat irons, blow-dryers, heated rollers) on customers

Removes references to retail thermal styling equipment dealers from board inspection authority and prohibited acts provisions (Sections 54-5818 and 54-5826)

Takes effect July 1, 2025, under an emergency declaration
