Adds statutory definitions for terms including "tobacco products," "electronic smoking devices," "enclosed" spaces, "educational facility," "bowling alley," and "person in charge" to Idaho's Clean Indoor Air Act

Establishes new signage requirements for smoking/no-smoking areas, requiring signs with letters at least 1 inch in height placed at easily visible locations

Revises tobacco retailer permit requirements to include permit endorsements for different sales methods (delivery sales, delivery service, direct sales), and specifies permits expire annually on December 31

Sets civil penalty structure for permit violations: first violation receives written warning; second violation $200 fine; third violation within 2 years $200-$400 fine plus up to 7-day suspension; four or more violations within 2 years results in $400 fine and minimum 30-day revocation

Nullifies administrative rules in IDAPA 16.07.25 (Prevention of Minors' Access to Tobacco) and IDAPA 16.02.23 (Indoor Smoking) effective July 1, 2025, with an emergency clause making the entire act effective that same date
