Requires health benefit plans to cover one supplemental breast screening annually for individuals at increased risk of breast cancer, including those with personal or family history of breast cancer, genetic predisposition, prior thoracic radiation therapy, or lifetime risk greater than 20%

Defines supplemental breast screening as MRI, contrast mammogram, or ultrasound recommended by a treating physician when no abnormality is seen or suspected

Mandates coverage for individuals with extremely dense or heterogeneously dense breast tissue (per American College of Radiology categories), with additional risk factors required for heterogeneously dense tissue

Applies to insurance companies, group hospital service corporations, managed care organizations, fraternal benefit societies, and health insurance exchanges operating in Idaho

Effective January 1, 2026, with emergency clause; allows insurers to apply standard deductibles, copayments, and coinsurance to breast imaging beyond the minimum required coverage
