Amends Section 56-203, Idaho Code, to require the Department of Health and Welfare to include lawful presence requirements under Section 67-7903 when establishing residency requirements for public assistance

Removes exemptions from lawful presence verification for: prenatal care, postnatal care (up to 12 months), food assistance for dependent children under 18, and public health assistance for immunizations and communicable disease testing/treatment

Eliminates the previous exemption for situations where lawful presence verification was "not required by law, ordinance or rule"

Retains exemptions from verification only for: emergency medical treatment (non-transplant), short-term noncash emergency disaster relief, and short-term shelter programs that deliver community-level in-kind services necessary for protection of life or public safety

Declared an emergency measure with an effective date of July 1, 2025
