Extends Idaho's "Dig Once Policy" requirements to single county-wide highway districts, requiring them to develop nondiscriminatory rules for coordinating broadband infrastructure installation during roadway construction projects

Defines "micro-trenching" as a narrow highway cut no more than 2 inches wide and less than 18 inches deep, and prohibits districts from allowing micro-trenching on highways

Requires both the Idaho Transportation Department and county-wide highway districts to maintain registries of interested broadband providers and notify them of suitable construction projects with at least 30 days to submit statements of interest

Specifies cost-sharing arrangements when the department requires broadband providers to install conduit: proportional sharing for nonexclusive use conduit, or department pays only additional materials and labor costs for a single conduit of equal or smaller size for internal department purposes

Declares an emergency with an effective date of July 1, 2025
