Increases the maximum school bond limit from 5% to 8% of market value for assessment purposes for elementary districts with six or more teachers and districts operating both elementary and secondary schools

Maintains the existing 2% bond limit for all other school districts

Amends Section 33-1103, Idaho Code, which governs definitions, bond limitations, and election requirements for school bond issuance

Declares an emergency and applies retroactively to January 1, 2025
