Repeals existing Section 67-9407 of Idaho Code and replaces it with new reporting requirements for state licensing agencies beginning with fiscal year 2027 annual performance reports.

Requires agencies to report license statistics for each license type: total licensees, new licenses issued, applications denied, renewals, non-renewals, credible complaints, and final disciplinary actions.

Mandates detailed reporting on disciplinary actions including type (corrective action plan, civil fine, suspension, revocation, or other) and whether violations were technical or quality-related.

Defines "quality-related violations" as those causing direct consumer harm (injury, negligence) and "technical violations" as licensing rule violations without direct harm (late renewal, missing continuing education).

Declares an emergency with an effective date of July 1, 2025.
