Creates the crime of "impeding a strategic facility" with penalties of up to 6 months jail and $10,000 fine (misdemeanor) for damage under $10,000, or up to 2 years prison and $100,000 fine (felony) for damage of $10,000 or more

Establishes "strategic facility trespass" as a misdemeanor for first offense (up to 6 months jail, $1,000 fine) and a felony for second offense within 5 years (up to 10 years prison, $20,000 fine)

Defines "strategic facilities" broadly to include energy infrastructure (refineries, power plants, pipelines), water treatment facilities, telecommunications, transportation hubs, military facilities, mining operations, commercial airports, and agricultural storage sites

Imposes fines up to $100,000 on individuals or organizations that aid, abet, solicit, or conspire with others to commit these offenses, and allows facilities to bring civil actions for damages including lost profits

Exempts landowners engaged in conduct consistent with facility operations, those participating in legal/regulatory processes, and public demonstrations protected under the U.S. or Idaho constitutions
