Creates a new "order to prevent removal" allowing children to remain in their current home with one safe parent, legal guardian, or legal custodian when abuse or neglect by another parent, guardian, or custodian is alleged

Requires the alleged offending parent, guardian, or custodian to be excluded from the child's residence, restrained from contact with the child, and prohibited from coming within 1,500 feet of the child until further court order

Mandates a hearing within 48 hours (excluding weekends and holidays) to determine whether to continue the order to prevent removal, with service of the order, petition, and summons on all parties

Removes existing "protective order" provisions from the Child Protective Act, including the definition and related procedures in sections 16-1615 and 16-1619

Declares an emergency with an effective date of July 1, 2025
