Flood control district boards may now locate their official office within or outside district boundaries, and must provide written notice of office location and meeting times to the Department of Water Resources instead of a certified order

Removes the $100 per day cap on commissioner compensation, allowing districts to set compensation by resolution without a specific dollar limit while maintaining travel reimbursement subject to existing state limits

Eliminates the requirement for sealed competitive bids on personal property acquisitions, purchases, or repairs exceeding $1,000, instead requiring compliance with state procurement laws in chapter 28, title 67, Idaho Code

Requires all board meetings to comply with Idaho's open meetings law (chapter 2, title 74) rather than the previous provision allowing executive sessions from which the public could be excluded

Declared an emergency measure with an effective date of July 1, 2025
