Removes the requirement for the State Superintendent of Public Instruction to review and approve the Idaho Bureau of Educational Services for the Deaf and the Blind's budget request before inclusion in the educational support program budget

Changes the budget submission deadline from the first day of August to the last day of August for the Bureau's annual appropriation request to the State Superintendent

Eliminates the reference to the "trust fund" in the fund disbursement language, now simply referring to funds appropriated to the Idaho Bureau of Educational Services for the Deaf and the Blind

Declared an emergency measure with an effective date of July 1, 2025
