Expands the scope of county-based or city-based intermodal commerce authorities to explicitly include utility services facilities among the types of facilities they may acquire, construct, maintain, and operate for land-based port operations.

Clarifies that intermodal authorities may develop water and sewer facilities but explicitly excludes facilities for electrical energy transmission, distribution, production, or broadband services.

Creates new Section 70-2214 requiring publication of resolutions authorizing revenue bonds one time in a newspaper of general circulation within the municipality.

Establishes a 30-day contest period from publication date during which any interested person may file suit to challenge the legality of revenue bond proceedings; after expiration, bonds are conclusively presumed legal and courts lose authority to review.

Declares an emergency with an effective date of July 1, 2025.
