Repeals and replaces Idaho Code Chapter 18, Title 49, establishing new comprehensive regulations for towing and storage of motor vehicles, effective January 1, 2026

Prohibits vehicle abandonment on highways and public/private property, with the last registered owner presumed liable for removal, storage, and disposition costs; failure to redeem within 7 days constitutes a traffic infraction

Requires tow companies to report tows to the Idaho Transportation Department's portal within 1 business day and limits maximum storage fees to 60 days from the tow date

Establishes owner protections including the right to a tow procedure hearing within 48 hours of request, ability to file a declaration of opposition within 20 days, and access to personal property at no charge during business hours

Creates an Abandoned Vehicle Trust Account funded by $150 court fees split equally between the law enforcement agency and towing company involved in each infraction
