Cities, counties, and highway districts must approve, modify, or deny telecommunications and broadband siting applications within defined timeframes: 60 days for broadband infrastructure and small wireless collocation, 90 days for new small wireless facilities or non-small wireless collocation, and 150 days for new non-small wireless facilities.

Applications that comply with zoning ordinances and miss the review deadline are automatically deemed approved, provided the applicant gave required public notices and notified the jurisdiction of the deadline expiration.

Local governments must notify applicants of incomplete applications within 21 business days; applicants then have 5 business days to submit missing information, with the review clock tolled during that period.

The Idaho Public Utilities Commission gains authority to regulate pole attachment rates, terms, and conditions when utilities and telecommunications/broadband/cable providers cannot reach agreement, with rules subject to legislative approval.
