Creates a new crime of "domestic terrorism" defined as activities within Idaho conducted in cooperation with foreign terrorist organizations that violate Idaho criminal law and either involve violent acts intended to intimidate, coerce, or influence activities/policy within Idaho, or involve weapons of mass destruction

Committing or conspiring to commit domestic terrorism is punishable by up to life imprisonment, a fine up to $50,000, or both

Adds domestic terrorism to the list of offenses that constitute first-degree murder when a killing occurs during perpetration of the crime

Removes the statute of limitations for prosecution of domestic terrorism offenses

Effective date of July 1, 2025, with an emergency clause declaration
