Caps the nonresident deer and elk tag set-aside for outfitted hunters at a maximum of 25% of the nonresident tag quota as of February 6, 2025, freezing the baseline for future allocations.

Changes outfitter tag allocation from discretionary ("may") to mandatory ("shall"), requiring the Fish and Game Commission to allocate tags to outfitted operations in all general season hunts, limited hunts, and capped elk zones.

Requires outfitter allocations to be recalculated every two years using the highest tag use number from the previous two years, with a maximum cap of 50% of the remaining nonresident tag limit.

Prohibits the Fish and Game Commission from promulgating any rules regarding the outfitter tag set-aside and allocation provisions, removing regulatory flexibility previously granted to the commission.

Declares an emergency, making the act effective immediately upon passage and approval rather than following the standard effective date.
