Creates the "Refugee Medical Assistance Act" as a new Chapter 5 in Title 56 of Idaho Code, establishing eligibility criteria and benefit limitations for the refugee medical assistance program funded by federal sources (42 U.S.C. 1396 and 1397)

Eligibility extends to refugees, parolees, asylees, conditional entrants, Afghan special immigrants (status after December 26, 2007), Iraqi special immigrants (status after January 28, 2008), Cuban/Haitian entrants, and Amerasians with qualifying documentation

Income eligibility set at 133% of federal poverty guidelines, with a medical expense spend-down option for those exceeding the threshold

Refugee cash assistance, sponsor income, and in-kind services/shelter from sponsors are excluded when calculating income for eligibility purposes

Nullifies existing administrative rules in IDAPA 16.03.06 related to Refugee Medical Assistance effective July 1, 2025, with the act declared an emergency measure taking effect on that date
