Amends Idaho Code Section 56-265 to establish mandatory minimum risk-sharing levels for value care organizations participating in Medicaid agreements with the Department of Health and Welfare

Requires value care organizations to assume escalating risk-sharing percentages: 40% starting July 1, 2026; 50% starting July 1, 2027; 60% starting July 1, 2028; and 70% starting July 1, 2029 and all subsequent years

Value-based payment agreements must be designed to be cost-neutral or cost-saving compared to other payment methodologies

Authorizes the department to pursue federal waiver agreements to support value-based payment arrangements, including fully capitated provider-based managed care

Declared an emergency measure with an effective date of July 1, 2025
