Creates two new "Idaho World Famous Potatoes" specialty license plates available starting July 1, 2025: a black and white version and a white and teal version, for vehicles with registered gross weight of 26,000 pounds or less

Black and white plate fees: $70.00 initial issuance, $50.00 annual renewal, with $25.00 of initial and $15.00 of renewal fees going to the Idaho Potato Commission for purposes under section 22-1207(17)

White and teal plate fees: $2.75 per plate manufacturing fee only, with no special plate program fee required, making it a lower-cost alternative

Exempts these new potato plates and plates benefiting state agencies, Idaho colleges/universities, military, and state board of education programs from the standard special license plate prequalification process requiring 250 applicant signatures

Sample plates for both designs available for $30.00, with $10.00 to the state highway account and $20.00 to the Idaho Potato Commission; act declared an emergency effective July 1, 2025
