Drivers of passenger cars, motorcycles, or pickup trucks (not towing) may exceed the posted speed limit by up to 15 mph when passing a slower vehicle, then must return to the right lane and reduce speed as soon as practicable

Expands the existing passing exception to include designated "passing lanes"—extra roadway lanes created to allow faster vehicles to overtake slower traffic without crossing into oncoming lanes

The passing lane exception does not apply to vehicles passing on the right, vehicles crossing into opposing traffic, roads with speed limits below 55 mph, or roadways within incorporated cities

The 15 mph passing allowance does not apply in construction zones and is treated as the maximum speed limit for calculating fines

Declared an emergency measure with an effective date of July 1, 2025
