Removes outdated code references in Section 31-1413 regarding fire protection district consolidation procedures and updates terminology from "which" to "that" and "terms" to "provisions"

Eliminates Section 31-1423(2)(b) provisions that required special elections when consolidated fire district levy rates exceeded the lowest district's rate by more than 3%, simplifying the budget process after consolidation

Expands boundary notification requirements in Section 63-215 to require that any taxing district with taxing authority affected by a fire district's formation or boundary change must also receive the legal description and map

Requires county commissioners approving fire district boundaries to deliver maps and legal descriptions to affected fire protection districts in addition to the assessor and recorder

Declares an emergency with an effective date of July 1, 2025
