Amends Idaho Code Section 39-250 to establish distinct definitions for certificate changes: "completed" (adding facts to blank fields), "corrected" (replacing incorrect information with correct information), and "amended" (changes to legal facts resulting from legally binding decisions)

Completed or corrected certificates shall not be marked "amended" and will instead be identified with C1, C2, etc. on the face of the certificate to indicate the number of completions or corrections made

Amended certificates must be marked "amended" with the date of amendment and summary of supporting evidence, except for additions or minor corrections made within 1 year of the event

Updates Section 39-278 to provide a corrected code reference for the procedure for delayed registration or amendment of vital records

Declares an emergency and takes effect July 1, 2025
