Amends Section 67-5292, Idaho Code, to change terminology from "review" to "sunset" for administrative rules, establishing that rule chapters in effect on July 1, 2026, will sunset on a staggered schedule between July 1, 2026, and June 30, 2034, repeating every eight years thereafter

Requires agencies intending to renew a rule chapter before its sunset date to prepare a statement for the legislature identifying the statute or federal regulation the rule implements and whether the substantive content remains necessary

Adds a new consideration requiring agencies to report the expected cost to monitor and enforce the substance of the rule, in addition to existing factors like consolidation benefits, update frequency, and publishing costs

Declared an emergency measure, effective July 1, 2025
