Requires health insurers to count third-party payments (such as from copay assistance programs or charities) toward an enrollee's deductible, copayment, coinsurance, and out-of-pocket maximum

Applies to health benefit plans entered into, amended, extended, or renewed on or after January 1, 2026

Exempts prescription drugs from the third-party payment requirement when a medically appropriate generic equivalent exists and the patient's doctor has approved the generic for that patient

Authorizes the Department of Insurance to promulgate rules, subject to legislative approval, to implement the law

Declares an emergency with an effective date of July 1, 2025
