Establishes the School Mobile Device Policy Fund in the state treasury to provide need-based grants to school districts and public charter schools for implementing "bell-to-bell" mobile device restriction policies during school hours

Requires applicant schools to adopt policies restricting student access to personal mobile devices from the start to end of the school day, with exceptions for educational purposes or student health/medical needs

Directs the State Board of Education to administer the grant program, review applications based on financial need and number of students served, and pursue statewide contracts for phone storage equipment to reduce costs

Mandates annual reporting to the legislature by December 1 each year assessing policy effectiveness through data on suspensions, expulsions, ISAT scores, Idaho reading indicator scores, and high school GPAs

Takes effect July 1, 2025, with a sunset date of July 1, 2028
