Limits nonresident deer and elk tags to no more than 10% of total tags for capped hunts, controlled hunts, and nonresident-limited/resident-unlimited hunts beginning with calendar year 2027 tag sales

Eliminates the existing outfitter set-aside program that reserved up to 25% of nonresident deer and elk tags for hunters using licensed outfitter services, along with the Idaho Outfitters and Guides Licensing Board's authority to designate allocated tags among outfitting operations

Allows residents to purchase deer and elk tags at nonresident prices for certain capped hunts where nonresident participation previously exceeded 10%, maintaining total tag limits set by the commission

Creates exceptions from the 10% nonresident cap for landowner designation tags, lifetime license holders no longer residing in Idaho, free tags for children with life-threatening conditions and disabled veterans, junior mentored tags, and up to 500 deer/300 elk tags for nonresident disabled veterans

Requires the Fish and Game Department to provide an opt-in method for deer and elk tag applicants to consent to marketing by licensed outfitters, with phased effective dates: July 1, 2025 for licensing provisions, September 1, 2026 for tag allocation changes, and July 1, 2028 for definition updates
