Requires counties with agricultural protection areas to establish an Agricultural Protection Area Fund by January 1, 2026, funded by voluntary public and private contributions to provide financial incentives to participating landowners

At least 95% of fund contributions must be distributed annually on a per-acre basis to landowners with approved agricultural protection areas, with up to 5% retained for county administrative costs and agriculture promotion

Removes requirement for formal public hearings on agricultural protection area applications, replacing them with review at regular county commission meetings where public comments are accepted

Prohibits residential, commercial, manufacturing, industrial, solar, and wind energy structures on agricultural protection area lands unless the uses contribute to agricultural production

Allows applicants to apply for agricultural protection areas both inside and outside city impact areas, and limits application and administrative fees to actual processing expenses
