Removes the word "minimum" from statewide daycare standards and eliminates the provision allowing counties and cities to impose more stringent regulations than state law

Adds statutory definitions for "supervision" with specific requirements based on child age, including that providers must be within sight and hearing range for children under 5, during sleep, swimming, and field trips

Modifies child-to-staff ratio point system: children 24-36 months change from 1.5 to 1.33 points, children 36 months to 5 years change from 1 point to 0.923 points, and children 5-13 years change from 0.5 to 0.48 points per staff member

Repeals three existing code sections (39-1108 on local option, 39-1117 on liability to state/political subdivisions, and 39-1120 on nondelegable duties) and voids specific administrative rules in IDAPA 16.06.03

Requires the Department of Health and Welfare to move all necessary daycare licensing rules into statute by July 1, 2026, with the act taking effect July 1, 2025 under emergency declaration
