Appropriates $523,180,200 total to six Idaho natural resources agencies for fiscal year 2026 (July 1, 2025 through June 30, 2026): Department of Environmental Quality ($170.9M), Department of Fish and Game ($144.3M), Department of Water Resources ($82.3M), Department of Lands ($76.5M), Department of Parks and Recreation ($49.1M), and Endowment Fund Investment Board ($923,400)

Authorizes 1,632.40 full-time equivalent positions across all six agencies, with Fish and Game receiving the most at 550 FTEs

Dedicates up to $325 million in American Rescue Plan Act (ARPA) funding for drinking water and wastewater construction projects, prioritizing smaller systems with greatest need and least ability to pay, with construction required by December 31, 2026

Transfers $1.5 million from the Water Pollution Control Fund to the Environmental Remediation (Basin) Fund for Superfund cleanup projects in the Coeur d'Alene Basin, with annual reporting requirements to the Governor and Legislature

Transfers $110,371,200 from various Earnings Reserve Funds to corresponding Endowment Income Funds, including $68.2 million for public schools, and allocates $5 million for aquifer recharge management and $1 million for flood management through competitive matching grants
