Appropriates $1,134,996,400 total to the State Board of Education for fiscal year 2026 (July 1, 2025 through June 30, 2026), covering colleges/universities, community colleges, career technical education, public television, K-12 education, vocational rehabilitation, and the charter school commission

Allocates $736,260,100 to four-year colleges and universities: Boise State University ($305,345,200), Idaho State University ($174,186,100), University of Idaho ($206,712,800), and Lewis-Clark State College ($43,557,800)

Provides $67,539,900 to community colleges (College of Eastern Idaho, College of Southern Idaho, College of Western Idaho, and North Idaho College) and $97,431,600 to the Division of Career Technical Education

Funds health education programs at $28,849,500, including medical residencies, dental education, veterinary education (WIMU), and the WWAMI medical education partnership

Declares an emergency effective date of July 1, 2025, and grants various exemptions from expense class transfer limitations while authorizing reappropriation of unexpended fiscal year 2025 balances for certain programs
