Amends Idaho Code Section 33-5218 governing the Public Charter School Facilities Program, which helps qualifying charter schools obtain favorable bond financing for facility improvements and construction

Replaces the previous variable cap on total bond issuance (based on percentage of students attending charter schools multiplied by state-guaranteed school bonds) with a fixed cap of $500,000,000

Adds an alternative limitation allowing bond issuance if maximum aggregate annual debt service of all outstanding bonds does not exceed the amount in the public charter school facilities program fund, whichever cap is greater

Makes technical corrections changing "must" to "shall" and "only be expended only" to "be expended only" throughout the statute

Declared an emergency measure, effective July 1, 2025
