Establishes a statewide set-aside pool of 3,875 nonresident deer tags and 3,200 nonresident elk tags (or 25% of the total nonresident limit, whichever is greater) for hunters using licensed outfitters in capped, limited, controlled, and future restricted hunts

Changes outfitter tag allocation from discretionary ("may") to mandatory ("shall"), requiring the Fish and Game Commission to allocate tags to licensed outfitters based on the highest tag use from the previous two years, subject to a 50% cap of the remaining nonresident tag limit

Requires all commission rules implementing tag allocation provisions to receive legislative approval before taking effect

Unsold set-aside tags for general hunts may be sold to the general public after July 15; unsold allocated tags may be released after July 31

Declares an emergency, making the act effective immediately upon passage and approval
