Requires correctional facilities, domestic violence shelters, juvenile correctional centers, and state educational institutions to designate multi-occupancy restrooms, changing rooms, and sleeping quarters for exclusive use by either females or males based on biological sex

Prohibits individuals from entering restrooms, changing rooms, or sleeping quarters designated for the opposite sex, with exceptions for custodial services, medical assistance, law enforcement, emergencies, coaching, and assisting family members or those with disabilities

State educational institutions must provide reasonable accommodations to students or employees who request alternatives to using multi-occupancy facilities designated for their sex, though accommodations cannot include access to opposite-sex facilities when others are present

Creates a private cause of action allowing individuals to sue covered entities for declaratory and injunctive relief if they encounter someone of the opposite sex in a designated facility, with a 2-year statute of limitations and recovery of attorney's fees for prevailing plaintiffs

Effective date of July 1, 2025, with the bill declared an emergency measure
