Prohibits financial institutions and payment networks from requiring firearms-specific merchant category codes that distinguish Idaho firearms retailers from general merchandise or sporting goods retailers

Bans discrimination against firearms retailers, including declining lawful transactions, refusing business, or charging higher fees based on firearms code assignment

Prohibits disclosure of financial records containing firearms codes except as required by law, and bars government entities from maintaining registries of privately owned firearms or their owners

Authorizes the Attorney General to investigate violations and requires written notice to violators, who have 30 days (with possible 120-day extension) to cease non-compliant practices

Establishes civil penalties up to $10,000 per violation for knowingly failing to comply with court injunctions, with prevailing parties entitled to recover costs and attorney's fees; effective July 1, 2025
