Requires local school districts and public charter schools to implement internet content filters on wireless internet access that block obscene materials, materials harmful to minors, and materials depicting sexual exploitation of minors as defined in Idaho Code.

Removes the previous requirement for schools to file acceptable internet use policies with the state superintendent every five years, replacing it with direct filtering mandates.

Repeals Section 33-137 (digital and online library resources for K-12 students) and Section 33-1025 (wireless technology standards), consolidating digital library resource requirements into the amended Section 33-132.

Requires vendors providing digital or online library resources to K-12 students to verify compliance with content filtering requirements, with schools authorized to withhold payments or consider noncompliance a breach of contract.

Declares an emergency and takes effect July 1, 2025.
