Standardizes election filing deadlines across multiple office types by shifting from fixed day-count requirements to specific Friday deadlines before elections, with federal/state/legislative candidates filing by the twelfth Friday before primary elections and county/local candidates filing by the tenth Friday

Changes voter registration deadline from 24 days before an election to 5:00 p.m. on the eleventh day before the election, and eliminates the postmark-based timing for mail registration applications

Extends the county board of canvassers meeting deadline from 7 days to 9 days after elections and adjusts related canvassing timelines for library and port districts

Modifies early voting start date from the third Monday before elections to after the fourth Monday before elections

Repeals Section 42-3211a relating to expiration of term and declares an emergency effective date of July 1, 2025
