Creates a new crime of "domestic terrorism" defined as felony activities within Idaho involving violent acts or threats intended to physically harm human life and intimidate, coerce, or disrupt lawful activities within Idaho, or influence state policy, or involving weapons of mass destruction

Establishes penalties for domestic terrorism of up to life imprisonment and/or fines up to $50,000, with conspiracy to commit domestic terrorism carrying the same penalties

Adds domestic terrorism to the list of crimes that constitute first-degree murder when a killing occurs during perpetration of such acts

Removes the statute of limitations for prosecution of domestic terrorism offenses

Declares an emergency and takes effect July 1, 2025
