Moves specific vaccine requirements from administrative rules into statute for daycare (9 vaccines including DTaP, Polio, MMR, HIB, Hepatitis A & B, Varicella, Pneumococcal, and Rotavirus) and schools (6 vaccines with specific dose requirements, plus meningococcal boosters for 7th and 12th grades)

Removes the State Board of Health and Welfare's authority to prescribe immunization requirements and nullifies administrative rules in IDAPA 16.02.11 and 16.02.15 effective July 1, 2025

Consolidates exemption provisions into the main immunization statutes, allowing medical exemptions (physician certificate) and religious or other grounds exemptions (signed parental statement) for both daycare and schools

Requires schools and daycare facilities to describe available exemptions and cite the relevant code section in any immunization communications to parents

Repeals Section 39-4802 (exemptions) and Section 39-4805 (Idaho Childhood Immunization Policy Commission), with emergency effective date of July 1, 2025
