Creates an Administrator Leadership Apprenticeship Program allowing individuals without administrator certificates to serve as school principals or superintendents while completing the program

Principal apprentice candidates must hold a bachelor's degree, pass a criminal history check, demonstrate management/leadership competency in fields like government, military, private sector, or nonprofits, and be sponsored by a school district

Superintendent apprentice candidates must meet the same requirements but hold a master's degree instead of a bachelor's degree

Apprentices who complete 3 consecutive years in their role become eligible to receive the same administrator certificate as traditionally certified administrators

Declared an emergency measure, taking effect immediately upon passage and approval
