Extends Idaho's "Dig Once Policy" requirements to single county-wide highway districts, requiring them to develop nondiscriminatory rules for coordinating broadband infrastructure installation during roadway construction projects

Requires both the Idaho Transportation Department and county-wide highway districts to maintain a registry of broadband providers and notify registered providers of suitable projects with at least 30 days to submit statements of interest

Clarifies cost-sharing provisions when the department requires broadband providers to install conduit: if only one department-use conduit is required, the department pays only for additional materials and labor; if conduit is shared with other entities, the department must reimburse half of project costs

Mandates that rules governing broadband installation be nondiscriminatory, competitively neutral, and include a contested case administrative appeals process under Idaho's administrative procedure act

Declares an emergency with an effective date of July 1, 2025
