Amends Idaho Code Section 33-1004 to reduce the pupil service staff allowance multiplier from 0.079 to 0.075, decreasing the formula used to calculate pupil service staff funding for school districts.

Removes provisions that required a 1% annual reduction in staffing flexibility for school districts with above-average class sizes, beginning in fiscal year 2016.

Eliminates the requirement for the State Department of Education to report annually to the legislature on scheduled staffing flexibility reductions by school district.

Strikes language governing how statewide average class size must be calculated using multiple figures based on similarly situated districts rather than a single statewide average.

Declares an emergency and establishes an effective date of July 1, 2025.
