Relocates Idaho's lobbyist regulation laws from Chapter 66, Title 67 to a new Chapter 7, Title 74 (Lobbying Disclosure), repealing sections 67-6617 through 67-6622 and establishing corresponding new provisions

Mandates that public communications reportable as lobbying expenses must disclose the funding source with "Paid for by [entity name]" and identify solicitations for funds

Establishes civil fines up to $250 for individuals and $2,500 for other entities for violations, with late filing penalties of $50 per day beginning 48 hours after deadline; effective date July 1, 2025
