Amends Idaho Code Section 34-901 to require county clerks to implement anti-fraud measures on all election ballots, with measures tested and verified before each election and reported to the county board of canvassers.

Counties using voting machines must employ at least one anti-fraud measure: unique barcode/QR code identifiers (randomly generated, non-sequential, never linked to voter identity), watermarked paper, election-specific hologram designs, security paper that reveals copies, or "Official Election Ballot" stamps.

Counties hand counting votes must stamp or print "Official Election Ballot" along with the election date on each ballot when issued to the voter.

County clerks must maintain documentation of security measures taken and the chain of custody for all ballots.

Declared an emergency measure, effective July 1, 2025.
