Creates a new license category for "video remote interpreting providers" — entities that use videoconferencing technology to provide sign language interpreting services in Idaho

Requires video remote interpreting providers to register as a business in Idaho, submit a written application with fees, and provide a roster of all employed sign language interpreters to the board

Mandates that all interpreters employed by licensed video remote interpreting providers pass nationally recognized competency examinations, graduate from a 4-year high school program, maintain continuing education, and have no license revocations or relevant criminal convictions

Exempts individual sign language interpreters employed by a licensed video remote interpreting provider from separate individual state licensure requirements

Declares an emergency with an effective date of July 1, 2025
