Establishes a point-based child-to-staff ratio system with a maximum of 12 points per staff member, where children under 24 months count as 2 points, ages 24-36 months count as 1.5 points, ages 3-5 years count as 1 point, and ages 5-13 count as 0.5 points

Adds new statutory requirements for behavior management and discipline, prohibiting corporal punishment, restraints, locking children in rooms, denying necessities, and verbal abuse

Sets licensing fees at $325 for daycare centers with more than 25 children, $250 for centers with 13-25 children, and $100 for all other facilities, with licenses valid for 2 years and issued within 60 days of completed application

Expands grounds for license denial, suspension, or revocation to include fraud, felony investigations, repeated violations, misrepresentation, and refusal to allow facility access, with a 5-year waiting period before reapplication after revocation

Nullifies approximately 20 sections of existing administrative rules in IDAPA 16.06.03 related to daycare licensing, with an emergency effective date of July 1, 2025
